Bullies Get The Message In Collier County: DNTH8

The best way to stop bullying is to tell someone it’s happening.

That’s why the Collier County Sheriff’s Office is partnering with Collier County Public Schools and Southwest Florida Crime Stoppers to provide the community with a text-messaging line to report bullying and remain anonymous.

According to the Pew Internet Research Center, 33 percent of teenagers who own a cell phone text more than 100 messages per day, and 11 percent send more than 200 texts per day.

“We recognize that texting is a method of communication that young people are comfortable with,” said Sheriff Kevin Rambosk. “This tool allows us to communicate with them on a platform with which they identify.”

Using the keyword DNTH8 (don’t hate), anyone wishing to report bullying can text a tip to 274637 (c-r-i-m-e-s). The software provider, TipSoft, encrypts text message and routes it through several secure servers, protecting the tipster’s identity. The tip will come in through Crime Stoppers, whose hotline is monitored around the clock, and then be sent immediately to CCSO. Once CCSO receives the tip it will be evaluated to determine the most appropriate course of action. Potential actions include everything from contacting the alleged bully and victim and their respective parents, to informing the school guidance counselor, principal and Youth Relations deputy if the alleged bullying is taking place at school.

CCPS Superintendent Dr. Kamela Patton said, “We know how important it is for a responsible adult to be made aware of instances of bullying. By providing this new bullying reporting system, we are meeting students in the digital world in which they live. We would hope that by using this 21st century technology as yet another tool, we will be able to continue to maintain our schools as the safe havens they are today.”

The system also allows a deputy to respond by text message to the originating cell phone without ever knowing the identity of the person who left the tip. The user’s information is always assigned an alias and a unique ID before being sent. This secure application allows the tipster and the investigator to have two-way dialog while keeping the user’s identity anonymous.

The service is not for acts of bullying in progress, which should be reported by calling 911 or CCSO’s non-emergency line 239.252.9300, depending on the seriousness of the act.

CCSO paid the cost of adding the DNTH8 keyword to the existing TipSoft account of Southwest Florida Crime Stoppers. This approach saves tax dollars because it is less expensive than creating a new account. In addition, it means that DNTH8 is available to law enforcement agencies throughout the Southwest Florida Crime Stoppers service area of Lee, Collier, Charlotte, Hendry and Glades counties as a tool to address bullying.

“Teens who are being bullied may be hesitant to tell a trusted adult, or even a friend, that they’re being antagonized,” said Crime Stoppers Coordinator Trish Routte. “Our goal is to provide a safe and secure outlet for students to share that information so that law enforcement can intervene and protect them – all while keeping their identity anonymous.”

DNTH8 is the latest addition to the many bullying prevention measures already in place through CCSO, CCPS and Crime Stoppers. Youth Relations Bureau deputies are assigned to all CCPS schools, serving as a law enforcement presence to mentor students and deter crime, including bullying. In addition, teachers and deputies undergo training to recognize and address instances of bullying. CCSO also provides the school district with an array of safety videos to play during morning announcements. Several of these videos are on the topic of bullying. Deputies also make sure students are aware that they can report crime anonymously and be eligible for an award by calling the Student Crime Stoppers phone number, 1-800-780-8477.

Golden Gate Man Gets 25 Years In Prison On Child Porn Charges

UPDATE: Julio Marin-Rios was sentenced to 25 years in prison at a hearing in Collier County Circuit Court on Monday morning.

Marin-Rios took a plea deal instead of standing trial on hundreds of counts of possession of child pornography stemming from his arrest last year.

Circuit Judge Fred Hardt accepted Marin-Rios’ no-contest plea and adjudicated him guilty of the felony charges

Judge Hardt sentenced Marin-Rios to 25 years in prison to be followed by 10 years of sex offender probation.

Hundreds More Child Porn Charges Lodged Against Golden Gate Man
Posted July 20, 2011

A Golden Gate man arrested on child pornography charges in March faces more charges after detectives found hundreds of illicit videos and images on his home computer – one of the largest collections of child pornography ever seen in Collier County.

Julio R. Marin-Rios, 43, was arrested Wednesday at the Collier County jail and charged with 270 counts of possession of child pornography.

Marin-Rios has been in the jail since his March 15 arrest on 30 counts of possession of child pornography. At that time a preliminary forensic analysis of Marin-Rios’ home computer by the Collier County Sheriff’s Office turned up 30 pictures and video files of pre-pubescent boys involved in sex acts with each other or alone.

Further forensic analysis and criminal investigation revealed there were additional videos and images “of an extremely graphic sexual nature” located on Marin-Rios’ personal computer at his residence at 5048 28th Place Southwest, according to sheriff’s reports.

“The content is the most shocking I’ve ever seen,” said Detective Scott Rapisarda of the Collier County Sheriff’s Office’s Major Crimes Bureau Exploitation Unit.

The images show boys involved in sex acts with men and with each other, Detective Rapisarda said. The victims ranged in age from 5 to 14 years old, he said.

CCSO launched an investigation in February after receiving a cybertip from the National Center For Missing and Exploited Children.

According to the tip, the Broward County Sheriff’s Office had identified an Internet Protocol address suspected of posting child pornography to a Google Groups site. The pornography contained male children under the age of 12 engaged in sex acts with adults and alone.

Further investigation by a detective with CCSO’s Major Crimes Bureau Exploitation Unit traced the IP address back to Marin-Rios.

CCSO detectives executed a search warrant at Marin-Rios’ residence March 15. A preliminary forensic analysis of Marin-Rios’ home computer turned up 30 pictures and video files of pre-pubescent boys involved in sex acts with each other or alone. Marin-Rios was placed under arrest.

2 Corrections Deputies Injured In Jail Incident

Detectives are investigating an incident at the Collier County jail that sent one corrections deputy to the hospital and another to an urgent care center Thursday.

Corporal Robert S. Caudill received a 1-inch laceration to his head and bruising to his face after being struck with his agency-issued radio during a physical altercation with an inmate.

Deputy Michael Carbonia suffered a leg injury while responding to the code blue incident, which happened shortly after noon in the jail sally port.

The incident is still under investigation. Charges are expected to be filed against the inmate, sheriff’s investigators said.

Collier County Sheriff’s Office reports gave this account:

Inmate Youfman Robinson started using abusive language while he waited for his scheduled video visitation in one of the jail housing areas. Cpl. Caudill advised Robinson that his language was not appropriate. Robinson continued using abusive language and became disruptive.

Robinson refused numerous orders from Cpl. Caudill to return to his cell. Robinson finally entered his cell but walked out just prior to the door closing.

Robinson followed Cpl. Caudill into the sally port, where he grabbed Cpl. Caudill from behind and attempted to throw him to the floor. Cpl. Caudill grabbed Robinson and both men landed on the floor. An altercation ensued. Both men got up and Robinson grabbed Cpl. Caudill’s radio from the floor and struck Cpl. Caudill on the head with it.

Deputies arrived in the sally port to assist and were able to gain control of Robinson.

At least two inmates told sheriff’s investigators that they saw Robinson strike Cpl. Caudill with a radio.

Cpl. Caudill was transported to NCH Downtown Naples Hospital, where he received three staples to close the gash in his head.

Deputy Carbonia was taken to a nearby urgent care center for a knee injury.

Robinson faces a series of charges including aggravated battery and resisting arrest with violence, both felonies, investigators said.

Collier Crime Up Slightly In 2011

Sheriff Rambosk: Proactive Crime-Fighting, Community Participation More Important Than Ever

The year-end Collier County crime numbers show a 4.8 percent increase over 2010. While this is down slightly from the 2011 mid-year report of a 5.9 percent increase, Sheriff Kevin Rambosk is encouraging more proactive anti-crime efforts and stimulating more community involvement to grow partnerships to maintain a safe Collier County.

There were 6,206 Part 1 crimes reported in 2011. That number is up by 282, or 4.8 percent, from the 5,924 crimes reported in 2010. The statistics represent the categories of homicide, sexual assault, robbery, aggravated assault, burglary, larceny, and motor vehicle theft.

The numbers, which the Collier County Sheriff’s Office has submitted to the Florida Department of Law Enforcement, represent crimes in unincorporated Collier County and Everglades City.

“No increase in crime is acceptable to me or to our community,” Sheriff Rambosk said. “There are three elements at the root of all crime: ability, desire and opportunity. We can’t control ability and desire, but we can control opportunity.”

Since the release of the mid-year numbers, CCSO has launched a new proactive crime-fighting initiative called Data-Driven Approach to Crime and Traffic Safety, or DDACTS. DDACTS integrates location-based crime and traffic crash data to determine the most effective methods for deploying resources. The agency has also increased awareness efforts to help members of the community understand the critical role they play in keeping Collier County safe.

Sheriff Rambosk said the community’s focus on securing or removing valuables from their automobiles has significantly reduced the opportunity for crime and that is reflected in the 11.1 percent decrease in larcenies from motor vehicles in 2011.

“I want our residents to know that they have done a great job in helping to keep their vehicles secure and I am now asking them to apply those same security measures to their homes and businesses to help eliminate the opportunity for criminals to strike.”

Those measures include locking doors and windows and activating alarm systems if they are available and joining or forming a Neighborhood Watch group or Community Safety Team.

Sheriff Rambosk said factors such as increased prescription drug abuse, the ongoing negative economy and crimes of opportunity affected the 2011 crime numbers. The community also followed the national crime trend of increased thefts of lawn equipment, catalytic converters and copper.

The increase in burglaries can be attributed in part to the fact that long-vacant homes are now seeing new owners.

“We as a community have been dealing with the ramifications of vacant homes for several years now,” Sheriff Rambosk said. “As these homes are now beginning to change hands, people are discovering that at some point in time a burglary has occurred.”

The overall number of violent crimes in unincorporated Collier County and Everglades City decreased by 2.1 percent in 2011 when compared to 2010.

Homicides dropped by the greatest percentage, showing a 10 percent reduction from 10 in 2010 to nine in 2011. Aggravated assaults decreased from 662 to 628, for a 5.1 percent drop. Two categories of violent crimes went up. Sexual assaults increased from 110 in 2010 to 111 in 2011, and robberies went up from 195 to 208.

Here are some of the ways citizens can help deputies drive crime down:
* Lock your car and keep valuables out of view
* Call 239.252.0700 to schedule a home or business security survey by a CCSO Crime Prevention specialist
* Report unusual activity to law enforcement
* Start or join a Neighborhood Watch program
* Mentor a child
* Be alert and aware of your surroundings
* Join one of CCSO’s Community Safety Teams to help address code enforcement and other problems at the neighborhood level
* Protect personal information like your Social Security number, computer passwords and banking information.
* When online, don’t chat with strangers or respond to their e-mails

Region 6 Fusion Center Debuts

Collier County Sheriff Kevin Rambosk, chairman of the governance board for the Region 6 Fusion Center, announced Thursday that the center is now fully operational.

The purpose of the center is to collect information from all participating disciplines and “fuse” that information into actionable intelligence. The center proactively seeks to identify threats posed by terrorist or criminal enterprises and stop them before they occur.

The center is part of the Florida domestic security strategy that requires the state to create a multidisciplinary information-sharing platform. It serves 10 Southwest Florida counties and is part of the Florida Fusion Center Network, which covers the entire state.

The center is an environment for exchanging information relating to all crimes and all hazards. The following disciplines are members of the center: fire, health, emergency management and law enforcement. This process relies on active involvement of state, local, tribal, and federal agencies and sometimes non-law enforcement agencies. CCSO Deputy A Finalist In Marriage Proposal Contest

Cpl. Dan Michalski and his fiancee Joanna Pluc and her son Alexander, 3, after Pluc accepted Cpl. Michalski's marriage proposal at sunset on Naples Pier on Feb. 3.

A Collier County Sheriff’s Office deputy put his heart on the line in a bid to win his girlfriend’s hand in marriage and the top prize in a local contest.

Cpl. Daniel Michalski, 36, successfully carried out his surprise proposal to his girlfriend Joanna Pluc, 29, on Friday at sunset at Naples Pier.

Now Cpl. Michalski is waiting to learn if his proposal was the perfect one.

He is one of five finalists vying for a chance to win a $5,000 engagement ring from Dunkin’s Diamonds in NBC-2’s Perfect Proposal Challenge. Contestants submitted written entries stating their idea for a perfect proposal that they want to actually do.

All this week NBC is featuring videos of the finalists carrying out their proposals. One video will be broadcast each day at 6:20 a.m. during “NBC-2 News Today.” The videos are also being published on the station’s website http://www.nbc-2.com/.

Cpl. Michalski’s proposal aired Tuesday. Click here to watch his proposal, or go to
 http://www.nbc-2.com/category/229872/perfect-proposal.

The winning proposal will be chosen by viewers. Starting Friday and continuing through Monday, viewers can cast their votes online on the NBC-2 website, said “NBC-2 News Today” anchor Heather Turco. The grand prize winner will be announced Feb. 14, Valentine’s Day, she said.

More than 80 entries were received. Turco and her co-anchor Clay Miller selected the five finalists. Cpl. Michalski’s entry, Turco said, stood out.

“I liked that it was at a local landmark at sunset and that he was in law enforcement,” she said.

Cpl. Michalski said he had been planning on proposing to Pluc, a City of Naples emergency dispatcher, within a month when he heard about the NBC-2 contest. He submitted his entry, never thinking he’d actually win.

“I thought no way would they pick a guy like me to be a finalist for something like this. I’m not that lucky,” said Cpl. Michalski, a 12-year CCSO veteran who is currently a road patrol deputy assigned to the sheriff’s East Naples district.

He said he was all ready to head out and buy an engagement ring when he got the call from the TV station that he was a finalist in the contest.

Then came the hard part: Coming up with a ruse to get Pluc to the pier without her suspecting anything. The couple, who had been dating a little more than a year, had been talking about getting married, he said.

Cpl. Michalski said he enlisted the help of one of Pluc’s sisters. The sister, who is getting married, told Pluc she needed her at the pier at sunset for some test photos for her wedding.

When Pluc arrived at the pier at the designated time instead she found Cpl. Michalski dressed in full uniform waiting with a dozen red roses, along with her parents, two sisters and her 3-year-old son Alexander.

“I dropped to one knee and I told her, ‘I won the lottery of life and I won the lottery of love; I want to know if you will marry me,” Cpl. Michalski recalled.

Pluc said yes as a crowd of well-wishers clapped and cheered. The couple took a brief stroll along the pier where they were met by more cheering and clapping.

Win or lose the contest, Cpl. Michalski said, “This is a proposal we’ll never forget.”

CCSO: Check Out Handyman Before Hiring

Thinking of hiring somebody to do much-needed repair work at your house?

The Collier County Sheriff’s Office reminds residents to do their homework before hiring a handyman.

CCSO offers these safety tips for hiring a handyman:

* Decide what specifically needs to be done and make a detailed list.

* Develop a list of handymen.

* Ask detailed questions about their skills and experience.

* Get references from previous customers.

* Get a written estimate of their work.

* Obtain the physical address and phone number of the person and verify the information before agreeing to have work done. Don’t do business with anyone who won’t provide this information.

* Get a contract for services they will perform, payment schedule and completion date.

* In Florida, a handyman is not required to have a professional license. But anyone doing electrical, plumbing, or air conditioning work is required to have a professional license. To confirm whether the person you are considering hiring to perform work is licensed in Florida go to www.myfloridalicense.com.

* Check their complaint history by contacting your Better Business Bureau, or by visiting http://www.800helpfla.com/, or by calling 1.800.HELP.FLA.

* Be wary of anyone requiring payment by wire transfer, money order or cash. Purchases made by credit card will usually allow the consumer to dispute the charges and therefore offers the most protection.

* Be wary of door-to-door solicitations. Reputable business people typically don’t solicit business this way.

* Know your rights as a consumer. The Federal Trade Commission offers comprehensive guides for consumers. Visit their website at www.ftc.gov/bcp.
