CCSO, Target Help Kids Get Ready For School

Deputies helped summer campers in East Naples get ready for the upcoming school year during a shopping trip Tuesday.

Kids participating in the Salvation Army summer camp were paired up with deputies from the Collier County Sheriff’s Office, volunteers from the Salvation Army and teachers from Avalon and Veterans Memorial elementary schools during the trip to Super Target, 2415 Tarpon Bay Blvd., Golden Gate. The deputies, teachers and volunteers helped the children pick out back-to-school supplies and clothes , which the students paid for with money they received through a Target grant.

After the group wrapped up with their shopping, the Super Target staff treated everyone to popcorn and drinks.

Brush With The Law: Inmates Paint Collier Jail For Big Savings



The Collier County jail is looking brighter thanks to paint-brush-wielding inmates who are sprucing up the facility, saving taxpayers hundreds of thousands of dollars.

Since early April, inmates have been working eight-hour days painting the 25 housing areas and hallways of the 132,000-square-foot, three-story medium security jail at Collier County Sheriff’s Office headquarters in East Naples. Once completed, inmates will start painting the adjacent 96,000-square-foot maximum security jail.

“Every wall, every bunk, every surface that can be painted has been painted,” Jail Logistics and Support Cmdr. Kevin McGowan said of the project so far.

CCSO has been using inmates to paint the jail since 1981. It started under retired jail Lt. Louis Gibbs, who saw it as a way to save taxpayers money while teaching inmates a life skill.

The initiative has paid off even today.

“We’re saving about a quarter of a million dollars using inmate labor to paint the jail instead of private contractors,” Cmdr. McGowan said.

Jail Operations Cmdr. Patricia Gifford said the painting initiative is a great benefit to the CCSO members who work at the jail and the inmates who live there.

“It provides for upkeeping and deep cleaning of the inmate housing areas,” Cmdr. Gifford said. “The amount of wear, tear and usage is a lot faster and more intense, when large amounts of people live together, as in our situation. I am pleased to see these areas being maintained.”

The medium security jail hasn’t been painted since it opened in 2005. The older, maximum security jail, built in 1985, was last painted in 2008.

Bright white walls have replaced dull white walls. Painting the dull gray floors beige was Jail Captain Beth Richards’ idea. Marine Industrial Paint Co. of St. Petersburg had never mixed that color of beige before and named the new color “Collier County Sheriff’s Office Beige.”

The new paint job is being carried out by six sentenced inmates. The inmates are learning job skills and will receive a certificate of achievement for their file that they can show to prospective employers once they’ve served their time.

The project is overseen by Sgt. Jimmy Delashmet and one deputy is assigned to the painting crew.

Using inmate labor to save money is nothing new at CCSO. For example, the CCSO Inmate Labor Program saves Collier County Domestic Animal Services more than $100,000 per year by providing inmates to clean kennels and care for shelter animals. Inmates are also used daily at the agency to move furniture, lift heavy objects or perform other tasks that typically would be carried out by hired professionals.

Update: Homicide Investigation Under Way in NN

UPDATE: The 34-year-old man who was in Collier County Sheriff’s Office custody Tuesday morning has been arrested and charged in connection with this homicide.

Christopher M. Serna, 152 Cypress Way E., #4, North Naples, faces a charge of second-degree murder. Serna was being booked into the Collier County jail Tuesday afternoon.

Collier County Sheriff’s Office detectives are investigating a homicide in North Naples.

Deputies responded to a report of a possible assault at 152 Cypress Way East shortly after 4 a.m. to Tuesday. Inside the condominium unit they found a man covered in blood and the body of a woman.

The man was transported to North Collier Hospital, where he was treated for minor injuries. He currently is in custody of detectives.

Additional information will be released as it becomes available.

Update: 3 In Custody After Golden Gate Estates Home Invasion

UPDATE: Three Miami men have been arrested and charged in connection with this home invasion robbery.

Fidel Abel Marrero-Rodriguez, 27; Pedro Louis Herrera, 25; and Yadier Gonzalez-Rodriguez, 27, are each charged with home-invasion robbery while armed and impersonating a law enforcement officer.

Marrero-Rodriguez and Herrera were being booked into the Collier County jail Tuesday afternoon.

Gonzalez-Rodriguez was released from Lee Memorial Hospital in Fort Myers, where he was being treated for a gunshot injury connected to the home invasion robbery. He was awaiting transport to the Collier County jail Tuesday afternoon.

Detectives said at least one of the robbers wore a black ball cap with “Police” on his head.

An investigation continues.

Three men are in custody after deputies say they conducted an armed robbery at a Golden Gate Estates home Tuesday morning.

A man who lives at the house quickly obtained a gun as the suspects forced their way into the house at 6735 Everglades Blvd. N. shortly before 7:15 a.m. Shots were exchanged and one of the suspects was shot in the shoulder. All of them ran from the house.

Deputies, including K-9 units and aviation units, searched through nearby wooded areas and eventually found the suspects. The injured suspect was transported to Lee Memorial Hospital in Fort Myers for treatment.

The occupants of the home were not injured.

The investigation is continuing and charges are pending. Additional information will be released as it becomes available.

Bank Robbery In North Naples

Deputies were searching for a robber who held up a North Naples bank shortly after noon Saturday.

The robbery at Fifth Third Bank, 8771 U.S. 41 N., was reported at 12:04 p.m.

Detectives said a man entered the bank wearing a black ski mask over his head. He showed a teller a gun and demanded cash. He ordered everyone inside the bank to put their hands up.

The teller gave the robber an undisclosed amount of cash. He fled out the front door. It was not known if he got away on foot or in a vehicle.

Two customers were inside the bank at the time of the robbery. Nobody was injured.

Detectives said the robber is described as white, 5 feet 7 to 5 feet 10 inches tall and 150 to 160 pounds with bright blue eyes. He was wearing a blue button-down shirt with long sleeves.

Detectives have released these bank surveillance video photos of the suspect.

An investigation continues.

Missing Girls Found

UPDATE:Kaylin and Alexis Lewis have been found and are safe.

The Collier County Sheriff's Office is asking for the public’s help in locating two North Naples girls who have been missing since Thursday afternoon.

Deputies say Kaylin and Alexis Lewis were last seen riding their bicycles in the area of 92nd Avenue North around 2:50 p.m.

Kaylin Lewis is 12 years old and described as white, 5 feet 2 inches tall and 80 pounds with curly auburn hair and brown eyes. She was last seen wearing a blue sun dress and clear sandals. She may be traveling on a blue bicycle.

Alexis Lewis is 9 years old and described as white, 4 feet 11 inches tall and 70 pounds with short brown hair and brown eyes. It is unknown what she was wearing. She may be traveling on a pink and white bicycle.

Anyone with information about Kaylin and Alexis Lewis’ whereabouts is asked to call the Collier County Sheriff’s Office at 252-9300.

CCSO's Cpl. Brooks Named D.A.R.E. Officer of the Year

Collier County Sheriff’s Office Cpl. Wayne Brooks is the top D.A.R.E. officer in Florida.

Just ask the Florida Drug Abuse Resistance Education Officers Association, which named Brooks the 2011 Florida D.A.R.E. Officer of the Year for his outstanding contributions to the D.A.R.E. program.

Brooks received the award from the during the organization’s annual training conference at the Mission Inn Resort in Howey-in-the-Hills, Fla., on July 14 .

Brooks has been a Youth Relations deputy ever since he joined CCSO in June 2001. He is assigned to Calusa Park Elementary School, Seacrest Country Day School and St. Elizabeth Ann Seton School.

The three schools nominated Brooks for the prestigious award, including 43 students from Seacrest who sent letters praising the veteran deputy for his work with young people.

Also at the conference, Brooks received a D.A.R.E. practitioner certificate from the Florida D.A.R.E. Officers Association and the Florida Department of Law Enforcement. This certification recognizes D.A.R.E. officers for their superior training and skills in the D.A.R.E. curriculum, and encourages officers and their agencies to continue the training.

D.A.R.E. is an education program that gives children the skills they need to avoid involvement in drugs, tobacco use, over the counter and prescription drugs, bullying, gangs, cyber-bullying, violence, and other negative activities.

The Collier County Sheriff’s Office provides D.A.R.E. instruction to fifth-grade students in 26 public and private schools.

National Accreditation Assessment Team Invites Public Comment

A team of assessors from the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA) will arrive July 23 to examine all aspects of the Collier County Sheriff’s Office police and procedures, management, operations, and support services, Sheriff Kevin J. Rambosk announced today.

Verification by the team that the Sheriff’s Office meets the Commission’s state-of-the-art standards is part of a voluntary process to retain accreditation – a highly prized recognition of law enforcement professional excellence, Sheriff Rambosk said. The Collier County Sheriff’s Office was originally accredited by CALEA in November, 1994, and reaccredited in 1999, 2002, 2005, and again in 2008.

As a part of the on-site assessment, agency employees and members of the community are invited to offer comments at a public information session set for 7 p.m. Monday, July 25. The session will be conducted in the Professional Development Center, 615 3rd Ave. South, on the Gulfview Middle School campus.

If for some reason an individual cannot speak at the public information session but would like to provide comments to the assessment team, he/she may do so by telephone. The public may call 530-5686 on July 24 between 2 and 4 p.m.

Telephone comments as well as appearances at the public information session are limited to 10 minutes and must address the agency’s ability to comply with CALEA’s standards. A copy of the standards is available at the Sheriff’s Office Headquarters, Building J 2nd floor, in the Collier County Complex, at the Duty Officer’s station.

Persons wishing to offer written comments about the Collier County Sheriff’s Office’s ability to meet the standards for accreditation are requested to write: Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA), 13575 Heathcote Boulevard, Suite 320, Gainesville, Virginia 20155.

The Collier County Sheriff’s Office will comply with more than 400 standards to be reaccredited, Sheriff Rambosk said. Sheriff Rambosk also stated, “Completing the re-accreditation process demonstrates our agency’s commitment to excellence and our obligation to continually strive to serve the community in the most efficient, effective, and professional manner possible.”

The Accreditation Manager for the Collier County Sheriff’s Office is Sgt. Nicole Minick. She said the assessment team is composed of law enforcement practitioners from similar but out-of-state agencies. The assessors will review written materials, interview individuals, and visit offices and other locations where compliance can be witnessed. The assessors are Major Patricia Garrison, of the Charleston County, SC Sheriff’s Office as the team leader, and Deputy Chief Donald Gasparini of the Winnebago County, IL Sheriff’s Office. Once the Commission’s assessors complete their review of the agency, they report back to the full Commission, which will then decide if the agency is to be granted re-accreditation status, Sgt. Minick said.

Accreditation is for three years, during which the Sheriff’s Office must submit annual reports attesting to continued compliance with those standards under which it was re-accredited.

Collier County Sheriff Kevin J. Rambosk has earned the Florida D.A.R.E. Officers Association’s Leadership Award

Sheriff Rambosk was presented with the award July 14 by FDOA President Fred Jones at the Mission Inn Resort in Howey-in-the-Hills, Fla., during the organization’s annual training conference.

The Leadership Award is presented annually to a Florida sheriff or police chief who exhibits outstanding dedication to the community’s youth.

“Sheriff Rambosk personifies leadership,” Jones said. “Not only does he take bad guys off the street, but through his investment in children he puts good guys on the street.”

Throughout his 30-plus years in law enforcement Sheriff Rambosk has recognized the fact that D.A.R.E. and other youth programs are critical elements of any community that strives to be safe and well rounded.

In the short-term, youths who are involved in structured programming don’t have time to become bored and get into trouble. In the long-term, these types of activities and the relationships that students build with the adults who provide them build healthy decision-making skills and help young people grow up to be productive adults.

“The resources that we as a community devote to our young people are an investment in our future,” Sheriff Rambosk said. “By keeping our children and teenagers involved in fun and safe activities we are helping them grow up to be productive members of society.”

The Collier County Sheriff’s Office provides D.A.R.E. instruction to fifth-grade students in 26 public and private schools, and Sheriff Rambosk attends D.A.R.E.-related events such as Junior Deputy Camp whenever possible to interact with students and to show his support.

In addition, Sheriff Rambosk serves on D.A.R.E. America’s prestigious International Executive Law Enforcement Advisory Board. He agreed to serve on the board because he wants to have a voice in ensuring that the D.A.R.E. curriculum continues to address emerging youth trends that law enforcement officers are seeing in their communities.

In 2010, Sheriff Rambosk launched Summerfest, CCSO’s most ambitious youth program ever. Now in its second year, Summerfest includes a wide range of activities including a Build-A-Boat program, fishing, swimming, basketball camp and much, much more. Deputies made more than 50,000 youth contacts during Summerfest last year and they are anticipating even greater success this summer as Summerfest gains momentum.

Man Charged With Sending Lewd Image To Minor

A 20-year-old man was arrested Wednesday and charged with sending a sexually explicit image to a child.

Woodsin Francois, 8625 Barot Drive, East Naples, was charged with one count of obscene communication to a minor via computer.

Francois was charged with sending the girl a picture of his genitals via cell phone, arrest reports said.

The arrest stems from a Naples Police Department investigation in June involving lewd images Francois is charged with sending a 13-year-old girl. The investigation revealed Woodsin may have sent lewd images to a minor girl in Collier County.

A Collier County Sheriff’s Office investigation determined there was probable cause for his arrest.

Francois was arrested at the Collier County jail, where he has been held since his June 23 arrest by Naples police on charges of lewd and lascivious behavior/victim younger than 16 and using a computer to solicit a child.

Hundreds More Child Porn Charges Lodged Against Golden Gate Man

A Golden Gate man arrested on child pornography charges in March faces more charges after detectives found hundreds of illicit videos and images on his home computer – one of the largest collections of child pornography ever seen in Collier County.

Julio R. Marin-Rios, 43, was arrested Wednesday at the Collier County jail and charged with 270 counts of possession of child pornography.

Marin-Rios has been in the jail since his March 15 arrest on 30 counts of possession of child pornography. At that time a preliminary forensic analysis of Marin-Rios’ home computer by the Collier County Sheriff’s Office turned up 30 pictures and video files of pre-pubescent boys involved in sex acts with each other or alone.

Further forensic analysis and criminal investigation revealed there were additional videos and images “of an extremely graphic sexual nature” located on Marin-Rios’ personal computer at his residence at 5048 28th Place Southwest, according to sheriff’s reports.

“The content is the most shocking I’ve ever seen,” said Detective Scott Rapisarda of the Collier County Sheriff’s Office’s Major Crimes Bureau Exploitation Unit.

The images show boys involved in sex acts with men and with each other, Detective Rapisarda said. The victims ranged in age from 5 to 14 years old, he said.

CCSO launched an investigation in February after receiving a cybertip from the National Center For Missing and Exploited Children.

According to the tip, the Broward County Sheriff’s Office had identified an Internet Protocol address suspected of posting child pornography to a Google Groups site. The pornography contained male children under the age of 12 engaged in sex acts with adults and alone.

Further investigation by a detective with CCSO’s Major Crimes Bureau Exploitation Unit traced the IP address back to Marin-Rios.

CCSO detectives executed a search warrant at Marin-Rios’ residence March 15. A preliminary forensic analysis of Marin-Rios’ home computer turned up 30 pictures and video files of pre-pubescent boys involved in sex acts with each other or alone. Marin-Rios was placed under arrest.

A 42-year-old Golden Gate man was arrested Tuesday after deputies found images and videos of child pornography on his home computer.

Julio R. Marin-Rios, 5048 28th Place S.W., was charged with 30 counts of possession of child pornography.

The Collier County Sheriff’s Office launched an investigation after receiving a cybertip from the National Center For Missing and Exploited Children.

Deputies: Pizza Delivery Man Faked Robbery

A North Naples man has been arrested after Collier County Sheriff’s Office deputies say he reported a robbery that never happened.

Kyle William Lahanse, 24, 3300 Bermuda Isle Circle, was charged with making a false statement to a law enforcement officer.

Reports say Lahanse called CCSO on July 11 and reported that he had just been robbed at knifepoint while delivering a pizza to the Summit Place Apartments in North Naples. Lahanse told deputies that a man approached him from behind and threatened to stab him if he turned around. He said the man took his cell phone, driver’s license and an undisclosed amount of cash. The man then punched him in the face multiple times before running away, Lahanse told deputies.

Numerous deputies and K-9 units, as well as a CCSO aviation unit responded to the scene to search for the robber

Deputies charged Lahanse on Tuesday after the investigation revealed that the robbery did not take place.

CCSO Celebrates Summer In Naples

An inflatable water slide and snow cones helped kids beat the heat during a Hot Summer Nights event hosted by the Collier County Sheriff’s Office at Fleischmann Park in Naples on Friday night.

CCSO teamed up with the Naples Police Department for the free event for kids of all ages and their families. The event also featured a rock wall for climbing, hot dogs, games and more!

UPDATE: Deputies Search For Missing Estates Man

TV’s “Vanished” To Feature Adji Case

The disappearance of Adji Desir will be featured on the television program “Vanished With Beth Holloway” on Monday night.

The show is scheduled to feature a segment on Adji during its 10 p.m. broadcast on cable’s Lifetime Network.

The 6-year-old developmentally disabled boy was last seen Jan. 10, 2009, after he went outside to play in Farm Worker Village in Immokalee and disappeared.

A crew from “Vanished” was in Collier County for more than a week earlier this year conducting interviews, including with Collier County Sheriff’s Office Sgt. Ken Becker and Detective Ellen Kastner of the Special Crimes Bureau and Adji’s family members, for the segment.

CCSO Investigates Toddler Drowning In Immokalee

Deputies were investigating the apparent drowning death of a 2-year-old girl in a pool in Immokalee on Monday evening.

Andrea Meza Santana was found in a pool at a private residence at 610 Booker Blvd. around 4:45 p.m. The girl did not live at the residence.

Her parents told detectives that they were home when the child ran from them. They lost sight of her for approximately 30 minutes, when they discovered her in the pool.

The child was transported to NCH North Collier Hospital, where she later died.

An investigation continues.

Update: Deputies Investigate Fatal Shooting At Hospital

UPDATE: Jeffrey L. Moretz, 54, 6025 English Oaks Lane, Golden Gate, was arrested late Monday night in connection with this shooting.

Moretz was released from Lee Memorial Hospital and transported to the Collier County jail, where he was booked on a charge of second-degree murder.

Detectives said Jeffrey L. Moretz, 54, entered a patient room around 5:40 p.m. and shot his estranged wife Christine Ann Moretz, 53, before shooting himself.

Hospital security immediately responded and no one else was injured.

Christine Moretz, whose address was not available, died at the scene. Jeffrey Moretz, 6025 English Oaks Lane, Golden Gate, was flown by helicopter to an area hospital for treatment.

Detectives said Christine Moretz was visiting a patient when her estranged husband also arrived at the hospital, which is located in the sheriff's Golden Gate district.

An investigation continues.

Don’t Fall For Lottery Scam

The Collier County Sheriff’s Office is cautioning the public about a lottery scam.

Under the scam an individual approaches a victim and claims to have won the Florida Lottery. The scammer then presents a fake winning ticket and explains that he is unable to claim the prize either because he is not in the United States legally or does not have enough money to pay the taxes on the winnings.

The person then proposes a partnership in which the victim would provide cash or property up front in return for a percentage of the ticket winnings.

Occasionally the scammer has accomplices pose as strangers who pretend to overhear the conversation and encourage the victim to get in on the deal.

CCSO reminds the public that immigration status does not prevent anyone from cashing a Florida Lottery ticket. In addition, any taxes due are deducted from the winnings.

CCSO, Everglades Community Celebrate Nation's Independence

The Collier County Sheriff's Office joined in the Independence Day celebration in Everglades City on Saturday.

The event kicked off with an opening ceremony at McLeod Park followed by the annual Everglades Parade. A float deisgned to highlight CCSO's Build-A-Boat summer youth program won the coveted title of "Best Float".

Food, music, games, raffles, and an arts and crafts sale added to the family fun until the fireworks began around 9 p.m.

CCSO Fleet Manager Earns Prestigious National Certification

Sean Williams, fleet manager assigned to the Finance Division of the Collier County Sheriff’s Office, recently earned the Certified Automotive Fleet Manager (CAFM) designation, the fleet management industry’s highest level of certification.

Williams, 40, is one of only a few hundred individuals to achieve this high professional recognition through the National Association of Fleet Administrators (NAFA) Fleet Management Association.

The honor is bestowed upon individuals who complete a rigorous course of study and pass a challenging written examination and case study in fleet management. The curriculum includes such diverse fleet management concerns as new vehicle acquisition, used vehicle marketing, management principles, computerization, law, insurance, safety, finance and accounting, and vehicle technology and maintenance. The program requires thorough study of dense materials and current practices and procedures in fleet management.

Williams has more than 13 years of fleet experience with CCSO and oversees all aspects of the agency’s fleet of vehicles. His responsibilities include preparing the agency’s annual fleet operating budget, ordering and disposal of vehicles, and supervising the vehicle maintenance and fueling program.

In addition to his CAFM certification, Williams is Automotive Service Excellence-certified as an Automotive Master Mechanic, Parts Specialist and Service Consultant. He is also Emergency Vehicle Technician-certified as a Law Enforcement Vehicle Technician.
