Collier Detective Posing As Teen Girl Nets Cooper City Man

A 20-year-old man has been charged with soliciting a Collier County Sheriff's Office detective he thought to be a 13-year-old girl for sex.

Craig Mendes of Cooper City was arrested Thursday in Broward County on a Collier County warrant charging him with two counts of online solicitation and lewd and lascivious exhibition via webcam. Both charges are felonies.

He also faces a felony charge out of Broward County for traveling to meet a minor, stemming from the CCSO investigation.

In February a CCSO detective began an undercover chat operation in which he posed as a 13-year-old girl. During the course of the chat, Mendes solicited the detective for sex and asked if they could meet, according to detectives.

Through further investigation, the detective was able to identify Mendes' location, description and vehicle description. Text conversation via cell phone between the detective and Mendes continued on several more occasions. During the course of these chats and texts and continued online chats, arrangements were made for the detective and Mendes to meet in Cooper City in Broward County on Thursday, where Mendes was arrested.

The Internet Crimes Against Children Task Force in Broward County assisted in the arrest.

Woman Sentenced To Prison, Classified As Sex Offender

A Michigan woman was sentenced Wednesday to three years in prison after reaching a plea agreement on charges of lewd and lascivious battery and 17 counts of providing obscene material to minors.

Lisa Kay Creger, 42, was additionally sentenced to three years of sex offender probation following her eventual release. The sentence was handed down by Collier County Circuit Court Judge Franklin Baker.

The Collier County Sheriff’s Office received reports in October 2008 that Creger had engaged in sexual activity with a teenage victim in Michigan and Florida. Investigators say she also sent multiple explicit images to the victim. Warrants were issued for Creger’s arrest and she was booked into the Collier County jail in December 2009.

Investigators subsequently charged Creger in November 2010 for obstruction of justice for attempting to convince the victim to change his court testimony. Prosecution of this additional charge is pending.

Whole Body Contraband Scanner Now In Use At Collier County Jail

The Collier County jail is the first county jail in Florida to have a whole body security scanner.

RadPRO SecurPASS made its debut at the jail at 7 a.m. Wednesday.

The Collier County Sheriff’s Office is deploying the high-tech body scanner, saying that it will detect contraband coming into and circulating in the jail. CCSO is a pilot program for Southwest Florida.

The scanners will ensure deputies can safely and easily find weapons like guns and knives as well as other contraband such as cell phones and illegal and prescription drugs that inmates might be carrying. The SecurPASS will detect all metallic, non-metallic, organic or inorganic contraband.

“This scanner is a new technology that not only improves safety for officers and inmates alike, it saves money by making the search process far more efficient,” said Sheriff Kevin J. Rambosk.

The scanner is much less intrusive than the comparable strip search procedure being used by the jail today. A strip search typically takes 15 minutes, compared to a scan, which is about 7 seconds.

The scanner is being used on all inmates housed in the jail. About 25 new inmates are booked into the jail every day.

“The importance of an effective and thorough search cannot be stressed enough,” said jail Captain Beth Richards. “In a potentially volatile environment like the jail, an unarmed deputy must rely on stringent security and search procedures to ensure a secure and safe environment for both the inmates and staff.”

The SecurPASS scanner is a virtual body scan that allows detection of contraband both externally and internally without requiring the inmate to disrobe.

The scanner will also detect contraband in shoes, mattresses, body orifices and any other object.

CCSO’s system is unlike the current scanners deployed by the federal government at airports around the country that utilize surface rendering technology, said Dennis Wolfe of Virtual Imaging Inc., the Deerfield Beach-based subsidiary of Canon U.S.A., which manufactures the RadPRO SecurPASS.

Airport scanning machines only detect contraband concealed under clothing, while CCSO’s scanner can identify anything concealed under clothing or inside a person’s body cavity, Wolfe said.

Also unlike airport scanners, CCSO’s scanner ensures that the inmate’s privacy is protected because it does not show a person’s anatomical outline or facial features.

“This is leading edge technology for contraband detection because you can’t hide anything from it,” Wolfe said.

One by one inmates step barefoot onto a platform that moves them through an imaging portal, where they are instructed to hold their shoes at their sides, and look down.

A Transmission Image is created and processed onto a computer screen, where it is reviewed by a deputy who has been trained and certified to operate the system.

Each scan involves a very highly filtered imaging beam that is well below federal guidelines. Jail officials likened the imaging procedure to about 30 minutes in the Florida sun or 3 minutes during a commercial flight.

An inmate would have to be imaged 400 times on the SecurPASS to equal one chest X-ray or dental X-ray series.

During the scanning process a transmission image is created and displayed onto a computer screen, where it is reviewed by a deputy who is trained and certified to operate the system.

The Collier County Sheriff’s Office has upgraded its Facebook presence as part of the agency’s ongoing effort to provide the community with as much crime and safety information as possible.

The profile page the agency launched in 2008 is being replaced with a fan page. The new fan page features a broad range of crime and safety news, including videos and information organized in easy to navigate sections. Separate areas are established for youth, cold cases, photos and a welcome section that offers links to the agency’s website, YouTube channel, its www.ccso.tv video Web page and its Twitter account. Another section of the fan page offers downloadable computer wallpaper images.

In addition to providing CCSO with a more broad Facebook platform, the fan page allows the agency to connect with an unlimited number of fans. Facebook limits profile pages to 5,000 friends.

The agency’s profile page will be retired on March 1.

Deputies: Man Targeted Unlocked Vehicles

An Ohio man who had been in Collier County for less than a week faces multiple felony charges following a series of recent vehicle break-ins at a North Naples golf course community.

Andrew T. Wasch, 23, of Jackson, Ohio, was arrested Wednesday and charged with breaking into five vehicles parked at the Imperial Golf Course community and stealing items including an iPhone, satellite navigation systems and a firearm.

All of the vehicles were unlocked and parked in the driveways of the victims.

Collier County Sheriff’s Office reports gave this account:

Around 5 a.m. Wednesday deputies responded to a report of a car burglary in the 2200 block of Imperial Golf Course Boulevard. When they arrived they found the owner of the vehicle holding the suspected burglar – Wasch – on the ground.

Deputies searched Wasch, who was wearing black clothing and gloves. When deputies searched him they found a gift card, iPhone, MP3 player with headphones, and a charger for an electronic device such as a cell phone.

Wasch told deputies that he arrived in Florida from Ohio on Feb. 11 and was staying with a relative who lived in the community on Regal Way.

Further investigation by detectives linked Wasch to at least four other vehicle break-ins in the community.

Deputies obtained permission to search the residence, where they found items reported stolen in the break-ins including a Colt semiautomatic handgun, a Garmin GPS and an Angel Trax GPS, and an iPod Nano.

Wasch was charged with multiple felony counts of unoccupied burglary, possession of burglary tools, burglary while armed, and grand theft.

An investigation continues.

The Collier County Sheriff’s Office cautions residents and visitors to lock their car doors to prevent break-ins.

Vehicle break-ins are crimes of opportunity. Many thieves pull on door handles until they find an unlocked vehicle. Thieves also tend to look through vehicle windows to see if there are any valuables inside. That’s why CCSO recommends that motorists either remove valuables from their vehicle or stow them away out of view.

Here are more ways you can keep your vehicle safe:

• Remove all valuables or keep them out of sight. This is particularly important with GPS systems, laptops and iPods. Make sure to remove all base mounts, cords and chargers from view as well.

• Remember to lock your doors even when your car is parked at home. That’s where most unlocked vehicle burglaries happen.

• If your vehicle is broken into, report it to law enforcement even if nothing significant was taken. The more information investigators have about these crimes, the more likely it is that they’ll be able to identify and stop the people committing them.

CCSO To Participate In Human Trafficking Discussion Thursday

Human trafficking will be the topic of a panel discussion featuring members of the Collier County Sheriff’s Office at Ave Maria University’s Golden Gate campus on Thursday.

The public is invited to attend the presentation, titled “Combating Human Trafficking", from 12:15-1:15 p.m. at Ave Maria School of Law Library, 1025 Commons Circle, on the west side of Vineyards Boulevard. Attendees can park in any available spot in the parking lot that surrounds the law library.

Featured panelists include CCSO Detective Charles Frost, CCSO Victim Advocate Marisol Schloendorn, Laura Germino, co-founder of the Coalition of Immokalee Workers (CIW), and Ave Maria Law Professor Elizabeth Donovan.

Victim Advocate Schloendorn will give opening remarks and introduce the panel. Ms. Germino will address her work with CIW, a community-based group organized to bring fair wages and labor practices to the agricultural fields of Florida. Detective Frost will explain CCSO’s Anti-Trafficking Unit’s efforts to educate Collier County residents about human trafficking, coordinate with government and non-government agencies, and investigate the leads his Office receives. Professor Donovan will discuss her work in the Law School’s Women’s Immigrant Rights Law Clinic, and the role of task forces and coalitions in coordinating efforts among law enforcement, government and non-government agencies, and community members.

The panel discussion is the first in a series of events the Collier County Coalition Against Human Trafficking is planning for 2011, underscoring the Coalition’s renewed commitment to educate the community about slavery in Collier County.

The Coalition was established in December 2004 following the discovery of human trafficking in Collier County. The Coalition is a volunteer organization which includes service providers, law enforcement, and community members who volunteer their expertise and time to educate the community about human trafficking and provide services to victims once they are found.

Recently, efforts began to increase the visibility and activity of the Coalition, including an alliance with Ave Maria School of Law.

In November 2010, the Coalition hosted “A Day Without Slavery,” which drew more than 500 people to Immokalee Community Park. The event included information tables staffed with volunteers from a range of government and non-government agencies, including The Shelter for Abused Women and Children, Lutheran Social Services, CIW, and the Collier County Health Department. CCSO deputies installed bicycle lights and members of the National Center for Missing and Exploited Children handed out child identification kits. Ave Maria School of Law students helped children create art, play soccer and jump rope, and have their faces painted.
