Multi-Agency Investigation Leads To Arrest Of Bonita Woman

A multi-agency investigation has resulted in the arrest of a Bonita Springs woman who detectives say stole more than $100,000 worth of jewelry, cash and other items from clients of the cleaning company she operates.

Linda D. Flemke, 37, 10151 Carolina St., Bonita Springs, is charged with fraudulently obtaining property over $50,000, grand theft from a victim 65 or older and exploitation of the elderly. The investigation, which involves the Collier County Sheriff’s Office, the Naples Police Department, the Lee County Sheriff’s Office and the State Attorneys Office, is ongoing. To date, seven victims have been identified.

Flemke is the operator of Jackie’s Gotcha Cleaning Company and has been cleaning area residences for several years. Most of the stolen items were sold at pawn and second-hand dealers in Lee County. Detectives have been able to recover many of the items.

Anyone with information on this case is asked to contact the Collier County Sheriff's Office at 239.252.9300.

Law enforcement recommends that citizens take these steps to protect valuables:

- Keep all of your valuables, sentimental and/or financial, in a secure location that only authorized people have access to. Simply having it in your house may not be enough.

- If an item does not have an identifying serial number put an identifiable marking on it if possible.

- Document and photograph all of your valuables. Serial numbers, identifiable markings and photographs can be essential for identifying and recovering property.

- Safely maintain documentation on all of your valuable items including receipts, appraisals and upgrades.

- Know who is coming in and around your residence. Only allow subjects you are comfortable with or companies you are comfortable with to perform work in compromising areas of your house.

- Try to stay within eye and ear distance of subjects who are allowed to work within your house.

- Obtain identity information on all subjects who are allowed into your residence that you must leave alone.

The evidence-based program was developed by Penn State and D.A.R.E. America. It provides age-appropriate skills for elementary students to refuse offers of drug use and violence.

CCSO deputies teach the D.A.R.E. curriculum in 32 public and private elementary schools, reaching more than 3,200 fifth-grade students each year. Worldwide, D.A.R.E. reaches 26 million children in all 50 states and 43 other countries.

Leaders Learning About Law

Greater Naples Leadership members learned about the Collier County Sheriff’s Office and other Collier County government agencies as part of the nonprofit organization’s annual Law Day event March 16.

The event began at the Collier County Emergency Services Center in East Naples.

Sheriff Kevin J. Rambosk and City of Naples Police Chief Tom Weschler discussed immigration, crime and operational interaction within Collier County. Cmdr. Beth Jones of CCSO’s Youth Relations Bureau, Collier County Circuit Judge Lauren Brodie and Guardian Ad Litem representative Don Campbell discussed prevention and intervention approaches to the juvenile justice system.

The group got an up-close look at the CCSO Communications Center with Cmdr. Bill Rule and dispatcher Julie Becker, while Emergency Services Director Dan Summers led them on a tour of the Emergency Services Center.

After a quick lunch, the group boarded a bus and headed to the Professional Development Center in Naples to learn more about CCSO operations. Sgt. Stay Safe Over Spring Break

The arrival of spring break means more kids are out of school and families have more time to recreate together and enjoy the outdoors.

That’s why the Collier County Sheriff’s Office is reminding residents and visitors how to stay safe while on the roads, at the beach or on a boat or a bike in the Southwest Florida sunshine.

Spring break for students in Collier County public schools is this week, March 21-25.

Kids and families will be flocking to the beaches and additional deputies will be patrolling those areas.

In addition, CCSO will be stepping up foot patrols in all of its districts, with a focus on residential areas and places that teens tend to concentrate such as shopping malls, movie theaters and fast food restaurants.

CCSO has several activities planned for kids during spring break. The focus will be providing fun activities in a safe environment while engaging kids in positive relationships with law enforcement:

Activities include Junior Deputy Camp, which gives Collier County fifth-grade students the opportunity to “camp out” at the Florida Sports Park each day through Thursday.

On Saturday, 2,500 Collier fourth-graders took part in the annual CCSO Junior Deputy Day at the Collier County Fairgrounds, where they were treated to an entire morning at the fair followed by lunch. The children were chaperoned by CCSO youth relations deputies and other CCSO members.

The Collier County Sheriff’s Office also offers these tips for staying safe:

ON THE ROAD
* If you’re traveling by car, always buckle up. Florida law requires front-seat passengers to wear a seat belt. In addition, all passengers under 18 years old must wear a seat belt or be otherwise restrained by a child car seat.
* It’s also important to avoid distractions. Activities like eating, drinking and talking on a cell phone or text-messaging while driving can take your attention off the road.

ON A BOAT
* Always have enough life jackets for everyone on board.
* Always have a designated boat operator who is not consuming alcohol. It is unlawful to have a blood alcohol level above 0.08 while operating a boat.
* It’s also important to follow all boating laws and watch out for swimmers and other vessels. And always let someone back on land know where you’ll be boating and what time to expect your return.

AT THE BEACH
* Don’t bring anything you would hate to lose such as expensive jewelry.
* Don’t leave valuables such cell phones, cameras or iPods unattended.
* Always lock your car doors and stow valuables out of sight.

ON A BIKE
* Check your tires, brakes and chain before you go for a ride.
* Always wear a helmet and make sure it's fastened.
* Obey the rules of the road. Bikers must stop at stop signs and traffic signals and indicate when they're turning, just like drivers.
* Remember to lock your bike and keep it in a safe place when you're not riding it.

ON THE INTERNET
It’s not just outdoors where parents need to worry about their child’s safety over spring break. Kids can face dangers without ever leaving their home if they spend any time online, where predators and bullies can lurk.
* Never give out your real name, where you live, where you go to school or other personal information over the Internet.
* Don’t agree to meet anyone you’ve talked to online.
* Protect passwords.
* Communicate responsibly.

UNDERAGE DRINKING
If you are younger than 21 and your spring break plans include spirits like alcohol, consider this: Underage drinking is against the law.
* In Florida, anyone under the age of 21 is prohibited from possessing alcohol. Those under 21 are also prohibited from purchasing or attempting to purchase alcoholic beverages.
* Florida law also prohibits furnishing those who are below the legal drinking age with alcohol. Commercial servers such as bars, restaurants, stores and non-commercial servers may not furnish alcohol to those who are under 21.

CCSO Issues Motorist Advisory: Estates Brush Fire

The Collier County Sheriff’s Office is advising motorists to stay away from Everglades Boulevard south while firefighters battle a large brush fire.

CCSO Yearbook Spotlights 2010 Achievements

The Collier County Sheriff’s Office has created a 2010 yearbook to offer the community a glimpse at some of the agency’s accomplishments and initiatives last year.

The yearbook also spotlights some of the many ways the community partnered with CCSO to maintain the great quality of life we all enjoy.

Collier County has the lowest crime rate of any metropolitan county in Florida. Only 10 of the state’s 67 counties have a lower crime rate than Collier’s and they are all located in rural areas. When it comes to traffic safety, Collier County has the highest seat belt compliance rate in the state. More than 93 percent of the motorists on Collier County roads buckle up. Accomplishments like these are possible only when law enforcement and the community work together.

CCSO Operation Recovers 8 Stolen Vehicles From Canal

Eight submerged vehicles were recovered and extracted from a Golden Gate Estates canal during a Collier County Sheriff’s Office operation Thursday.

Further investigation revealed all of the vehicles were stolen, said Sgt. Dan McDonald of CCSO’s Financial Crimes Bureau, which investigates auto theft and auto insurance fraud.

Six of the vehicles were reported stolen out of Collier County, one was stolen out of Cape Coral and one was stolen out of Miami, McDonald said.

Members of the CCSO dive team and Auto Theft Unit participated in the vehicle recovery operation at the Crystal Lake Canal, along Interstate 75 east of Everglades Boulevard.

Representatives from the National Insurance Crime Bureau and GEICO, State Farm and Infinity insurance companies were also present during the operation.

Operations like the one Thursday in which multiple vehicles were recovered are possible during the winter months when the water levels in area canals are low and submerged vehicles are recognizable by air. CCSO’s Aviation Unit located all of the vehicles.

Golden Gate Man Faces 30 Counts Of Child Porn

A 42-year-old Golden Gate man was arrested Tuesday after deputies found images and videos of child pornography on his home computer.

Julio R. Marin-Rios, 5048 28th Place S.W., was charged with 30 counts of possession of child pornography.

The Collier County Sheriff’s Office launched an investigation after receiving a cybertip from the National Center For Missing and Exploited Children.

According to the tip, the Broward County Sheriff’s Office had identified an Internet Protocol address suspected of posting child pornography to a Google Groups site. The pornography contained male children under the age of 12 engaged in sex acts with adults and alone.

Further investigation by a detective with CCSO’s Major Crimes Bureau Exploitation Unit traced the IP address back to Marin-Rios.

CCSO detectives executed a search warrant at Marin-Rios’ residence Tuesday morning. A preliminary forensic analysis of Marin-Rios’ home computer turned up 30 pictures and video files of pre-pubescent boys involved in sex acts with each other or alone.

Marin-Rios was placed under arrest.

An investigation continues.

CCSO To Begin Seat Belt Safety Initiative

WHAT: Click It Or Ticket

WHEN: March 15-31

SUMMARY: Deputies will be watching Collier County motorists to make sure everyone is properly buckled up in vehicles when Click It Or Ticket gets under way Tuesday.

All vehicles will be a target during the annual nationwide safety belt enforcement campaign.

The purpose of the campaign is to increase safety belt use and reduce fatalities on Florida's roadways.

The fine for not wearing a seat belt is $113 in Collier County.

During Click It Or Ticket CCSO deputies will be conducting various countywide heightened enforcement details and efforts to draw attention to the importance of safety restraint use.

Collier County has the highest safety belt compliance rate – 93 percent – in the state, according to the Florida Department of Transportation.

CCSO is joining forces with other law enforcement agencies across the state, along with FDOT and the National Highway Traffic Safety Administration, to crack down on drivers and passengers who fail to buckle up.

Here are some seat belt safety basics:

* The driver and front-seat passenger must wear a seat belt.
* Anyone younger than 18 must wear a seat belt no matter where they are sitting.
* Children 12 and younger should ride in the back seat for safety.
* Children from birth to 80 pounds and 4 feet 9 inches tall should ride either in a car seat or a booster seat, depending on their age.
* A ticket for a violation of child restraint violations will cost you $163.

Media Opportunity: CCSO Technology Demonstration March 16

TIME: 9 a.m.

LOCATION: Collier County Sheriff’s Office gun range, 4441 70th Ave. N.E., Golden Gate Estates. Directions: Take 40th Street Northeast from Immokalee Road (about one mile east of Everglades Boulevard). Make a left on 70th Avenue Northeast and the range is on the left toward the end of the road.

The event is intended to show the life-saving properties of body armor and will involve live ballistic test shots including explosive devices on state-of-the-art body armor panels.

It will also showcase advancements in counterintelligence and bomb squad technology and will feature demonstrations involving a PAD-1 laser camera blinder and TALON robots.

Dozens of law enforcement agencies from around South Florida have been invited to attend the demonstration to learn about new technology that is currently available.

Representatives from the technology manufacturers, including AMP Research Inc. of Naples, JBIT Inc. of Tucson, Ariz., and QinetiQ of London, England, will be on hand to demonstrate their products’ capabilities.

“Our ultimate mission is to save lives and technology will keep us in that game,” said Cmdr. Robert Lewis of CCSO’s Special Operations. “Anything that will add greater protection to our operators and bomb technicians, well that’s the direction that we want to go.”

Cmdr. Lewis said the Collier County Sheriff’s Office is always looking for new and better ways to protect deputies and the public. Police officer deaths in recent months in Florida and the rest of the country only underscore the need for better officer protection, he said.

“The need is there,” Lewis said.

Stay Safe During Spring Break

The arrival of spring break means more kids are out of school and families have more time to recreate together and enjoy the outdoors.

That’s why the Collier County Sheriff’s Office is reminding residents and visitors how to stay safe while on the roads, at the beach or on a boat or a bike in the Southwest Florida sunshine.

Spring break for students in Collier County public schools is March 21-25.

As usual the kids will flock to the beaches during the day so our coverage of those areas will be increased.

Along the beach line is of obvious concern as are the residential areas where children live, as many will be unsupervised during the day. CCSO will have additional deputies in the North Naples beach areas. In addition, we will be stepping up foot patrols in all of our districts, with a focus on residential areas and places that teens tend to concentrate such as shopping malls, movie theaters, fast food restaurants, etc.

CCSO has several activities planned for kids during spring break. The focus will be providing fun activities in a safe environment while engaging kids in positive relationships with law enforcement:

CCSO’s Junior Deputy Day at the Collier County Fairgrounds is March 19. More t han 2,500 Collier fourth-graders will take part in the annual event, which treats youngsters to an entire morning at the fair followed by lunch. The children will be chaperoned by CCSO youth relations deputies and other CCSO members.

All Collier County fifth-grade students are invited to “camp out’ over spring break at the CCSO Junior Deputy Camp, scheduled for March 21 to March 24 from 8 a.m. to 4:30 p.m. Each elementary school will be given a designated day and location.

The Collier County Sheriff’s Office also offers these tips for staying safe:
ON THE ROAD:
* If you’re traveling by car, always buckle up. Florida law requires front-seat passengers to wear a seat belt. In addition, all passengers under 18 years old must wear a seat belt or be otherwise restrained by a child car seat.
* It’s also important to avoid distractions. Activities like eating, drinking and talking on a cell phone or text-messaging while driving can take your attention off the road.

ON A BOAT:
* Always have enough life jackets for everyone on board.
* Always have a designated boat operator who is not consuming alcohol. It is unlawful to have a blood alcohol level above 0.08 while operating a boat.
* It’s also important to follow all boating laws and watch out for swimmers and other vessels. And always let someone back on land know where you’ll be boating and what time to expect your return.

AT THE BEACH:
* Don’t bring anything you would hate to lose such as expensive jewelry.
* Don’t leave valuables such cell phones, cameras or iPods unattended.
* Always lock your car doors and stow valuables out of sight.

ON A BIKE:
* Check your tires, brakes and chain before you go for a ride.
* Always wear a helmet and make sure it's fastened.
* Obey the rules of the road. Bikers must stop at stop signs and traffic signals and indicate when they're turning, just like drivers.
* Remember to lock your bike and keep it in a safe place when you're not riding it.

ON THE INTERNET:
It’s not just outdoors where parents need to worry about their child’s safety over spring break. Kids can face dangers without ever leaving their home if they spend any time online, where predators and bullies can lurk.
* Never give out your real name, where you live, where you go to school or other personal information over the Internet.
* Don’t agree to meet anyone you’ve talked to online.
* Protect passwords.
* Communicate responsibly.

UNDERAGE DRINKING:
If you’re younger than 21 and your spring break plans include spirits like alcohol, consider this: Underage drinking is against the law.

CCSO Celebrates Safety In Golden Gate

Collier County Sheriff’s Office deputies offered Golden Gate residents tips for keeping their community safe during a Family Safety Day event at Temple Shalom in February.

The event drew hundreds of people and featured family-friendly activities, including a visit from McGruff the Crime Dog and Cowboy, CCSO’s miniature quarter horse mascot, to help share safety tips with kids and their families.

CCSO Issues Scams Alert

The Collier County Sheriff’s Office wants to remind the community that scammers are constantly finding new ways to target victims.

If you have been victim of a scam, e-mail us at fraud@colliersheriff.net, or call CCSO at 239.252.9300.

Here are some common scams aimed at separating victims from their money:

Secret Shopper:

The victim receives a counterfeit money order or cashiers check in the mail and is instructed deposit it into his bank account and then make two or three small purchases to evaluate. The victim is also asked to evaluate companies that wire money (Western Union and Money Gram). The victim is requested to withdraw the remaining money from the deposited counterfeit check and wire those funds, usually to Canada. Within two weeks the money order or cashiers check is returned as counterfeit.

Overpayment:

With the economy the way it is people might be inclined to sell items on eBay, craigslist or other online venue. Beware if the “buyer” sends a check greater than the sale amount and asks that the difference be wired to a third party who is arranging shipping. The check will turn out to be counterfeit and the victim will be responsible to the bank for cashing or depositing it.

Circle of Sisters:

This scheme, usually targeted at women, calls for invited participants to contribute $5,000 to the circle. The promise is that as participants move closer to the center of the circle they will receive up to $40,000 as new members join. Not only are participants likely to lose the money they contribute to the circle, being affiliated with such schemes is a crime in Florida.

Lottery Ticket Scam:

This scam usually targets Hispanics. The suspect approaches the victim and says he or she is having trouble cashing in a Florida Lottery ticket due to being in the country illegally. The suspect tells the victim there are fees or taxes that need to be paid up front. At some point a second suspect appears as a third party who overheard the conversation and agrees to give some of the money toward the fees if the victim will give the rest. Once the victim has handed over money the two suspects disappear.

Bank Examiner/Police Impersonator:

This scam usually targets the elderly. The suspect contacts the victim claiming to be either a bank examiner or police officer and asks for the victim’s assistance in catching a crooked bank employee. The suspect asks the victim to withdraw money and turn it over to the suspect as part of a confidential investigation. Once the suspect receives the money he or she disappears.

Nigerian Letter:

The suspect requests the victim’s assistance in moving money, usually from Africa to the United States, so the government does not keep it. The victim might be sent a counterfeit check to cover “fees” or be asked to pay the “fees” to get the money transferred.

Foreign Lottery:

The victim is notified that he or she has won a foreign lottery and must collect the winnings by a certain date. Along with the notification letter is a counterfeit check the victim needs to cash or deposit to cover the “fees” associated with the winnings, which are to be wired to the suspects, usually out of the country.
